While I do support efforts to encourage recycling, I do not support a ban on plastic bags.  I think that most people either recycle plastic bags or re-use them (note all of the plastic bag holders sold in stores).  I also think that most people who recycle know that these bags are to be put in their own separate bin, not the co-mingled recycling.  JC Market in Toledo has plastic bags made from a biodegradable product, perhaps this could be an option.  I re-use any of these bags that I do not recycle: bathroom garbage cans, wrapping meat packages in trash to avoid smell, etc.  Some people even make other products from these plastic bags – see display in Mike’s Mercantile.  Bottom line is there are other options aside from an outright ban on plastic bags – promote reduce (reusable bags), re-use (garbage bags, other products, etc), recycle.  I hope that the Newport City Council listens to both sides of the argument before making a decision.  I do not agree with government that micromanages our lives to the point of mandating what type of shopping bag I am allowed to use.  Most people want to do the right thing, and I just feel that perhaps recycling and reusing promotion would be a better option.

Let's keep these job's where they belong. Many families will be affected . This will bring more unemployment to Lincoln County. Why not leave things the way they are, The 911 service is doing there job great. There trained ,and they will have to leave the county to find 911 job's else where. I disagree with taking the 9-1-1 answering point out of Lincoln County. While Salem might have up-to-date technology, they don't have the insight into the county and her landmarks, and the quirks of all the user agencies that the dispatchers at Lincom do.
As a former user of Lincom (I worked at Pacific West Ambulance for 8 years), and a current user of WVCC (Rural/Metro Ambulance), I can understand both sides of this issue. I was also a dispatcher for 4 years before becoming a Paramedic.
Both groups of employees are hard working, passionate & knowledgeable about their respective locales. But, I firmly believe in keeping this type of services local. The Lincom dispatchers know their area North to South, East to West, top to bottom. When a visitor on a cell phone calls in a panic, you want a dispatcher with intimate knowledge interpreting the information given to send the appropriate help.
Combined with the knowledge of the responders for any given area, a fantastic, proven team has been forged. Don't change it.
I believe the county commissioners should find the money to create one county-wide PSAP with modern technology. I believe this is the solution for Lincoln County, her residents & visitors. 
I cannot believe there is not grant money out there somewhere. It just takes somebody with vision & courage to make this happen.

I’ve been following the events surrounding Lincom, and have to say that this is disturbing. This move will not only cut approximately 20 jobs, it also sends $1.5 million of taxpayer money and 911 funds OUT of our county and into Willamette Valley. What happened to “Shop at Home”? The board claims faulty equipment on the move, which has yet to fail. A county wide consolidation of the 3 dispatch centers would be less expensive, keep jobs local and maintain a high level of customer service. The board needs to re-evaluate this decision. Does Willamette Valley know our area, no they don’t. Furthermore, as a Lincoln City resident, when I call 9-1-1, for an ambulance, my call is taken at the Lincoln City dispatch and transferred to Lincom. Ok, that takes a few minutes, when a call has to be transferred to Salem how much longer will it take for them to filter the information? And, how about when the phone lines between Lincoln City and Salem go down? This happens more than people really think. The board that is pushing this idea should think about this, what if it was their family member working for LIncom, or what if it was them that had to call 9-1-1 and the dispatch process is delayed due to the dispatch center not being familiar with the area? Keep our tax dollars LOCAL. Vote for a new board that will keep Lincoln County working, and not add to the unemployment rate. I encourage the public to step up and voice your opinions. We need to show the board that they are making a bad choice. And that by making this move, emergency response to your 9-1-1 call could be un-necessarily delayed. Write the County Commissioners, Lincoln County Sheriff and the Police Chief. Show them your support to KEEP Lincom.

I believe moving the 911 Dispatching to a valley agency is a mistake.  As a current 911 Dispatcher for Lincom I realize the importance of keeping the control over our local emergencies in the hands of those who are familiar with our county.  I realize that the Dispatchers with Willamette Valley Communications are trained professionals, as those who work for Lincom.  But unfortunately they are not familiar with our county, the unique geographical factors of our county, the many of the landmarks that are known to members of our community only.
 
In an emergency it is difficult to remember your phone number, let alone your address, when a loved one’s life is hanging on the edge.  Seconds count, has always been the motto of 911 and many emergencies we have handled wouldn’t have the additional minutes needed to locate what agency must respond.  We have a large tourist population, not only in the summer but year round, many times they have no idea where they are, Lincom dispatchers will request to have the caller advise what they see. Or even where they were last; landmarks are used to help find the person involved in an emergency.
 
We receive boating emergencies either in the ocean or the rivers, callers on 911 may not have a landmark to provide, they can only tell us what bay they left from.  911 call takers will connect the caller with the USCG either in Newport or Depoe Bay and remain on the line to render further assistance.  If a caller has their boat sinking or nearing the rocks, they don’t have the extra time necessary to direct their emergency call center as to who should respond.
 
I have personally handled many emergencies while working my 12 years at Lincom, 11 years for Lincoln City, and the beginning of my career for 2 years in Florence.  I have helped callers perform CPR to their loved one, I have comforted a caller who has lost their loved one, I have experienced sinking boats, structure fires, suicidal callers, and traffic crashes with multiple victims, all of these emergencies have placed me in your homes or in your life.
 
Moving 911 takes funds that belong to Lincoln County and giving them to another one, causes jobs to be lost, of dedicated 911 Dispatchers within your county.  Members of your community who are proud of what they do to deal with your life crisis, to answer your day to day questions, to many times return your lost pet through connections with the person who found them. 
 
We need to keep our 911 calls in our County, just remember seconds count!
